2.    Meaning and limitation of rankings: Does it make sense that all universities strive for the highest-ranking? Do rankings reflect the (regional, national, international) role of universities? Do rankings reflect excellence and what is the definition of excellence?

3.    Impact of rankings. Do good/high-ranked universities necessarily need more budget and/or resources? What are the effects of excellence initiatives?
